Sometimes the Print Certs Check Box On Shipper Print Dialog is Checked Sometimes not. How is this set?

Print Certs is not a saved local setting. Its default setting when the print dialog is opened is determined by the Cerification Box on the Job. If it is set to yes on the job then the Print Certs Check Box will be automatically checked on the Print Traveler Dialog, otherwise it will be unchecked.
